Magics are Active effects, the game centers heavily on making good “setups(or builds)” that compliment each other.

In the current Meta for v0.935 it is heavily recommended to use 3 fusions for damage, and then using the rest of your levels on strong support effects such as: Cloaking, Magic Circle, Frost Nova, Blizzard, Tsunami, Shield, and passive magics, among others.

Level 7 magics are not particularly strong enough to progress through the later stages of a run in most cases, so try to avoid using them as your source of damage (there are exceptions that come with experience playing the game).

Magics are random on level up, however leveling a magic makes it more likely to show up again.
